Major functions

Accounts functions:

Responsible for overseeing the financial management of the institute, ensuring transparency, efficiency, and compliance. Key functions include:

  • Financial Planning & Analysis – Supervise financial planning, budgeting, forecasting and analysis to support informed decision-making.
  • Financial Reporting & Compliance – Oversee preparation and accuracy of financial statements, ensuring adherence to accounting standards and regulatory requirements.
  • Internal Controls & Risk Management – Establish and maintain robust internal controls to safeguard assets and ensure precise financial reporting.
  • Process Improvement & Efficiency – Continuously monitor financial systems to identify opportunities for optimization as part of a continuous improvement strategy.
  • Payroll & Pension Management – Verify and ensure timely processing of payroll and pension disbursements.
  • Vendor & Employee Payments – Oversee timely payments to suppliers and employees, ensuring efficiency in financial transactions.
  • Tax Compliance – Ensure adherence to Income Tax, GST, and employee-related regulations, including NPS, Pension, Gratuity, Leave rules, and submission of timely returns.
  • Fund Management & Sponsored Programs – Administer funds, payments, and financial reporting for projects under DST, ICMR, SERB, and the internal AIISH Research Fund (ARF).
  • Financial Reconciliation – Conduct periodic analysis of Income & Expenditure statements and Balance Sheets, ensuring accurate reconciliations to prevent discrepancies.
  • Accounts Team Leadership – Lead the finance team, fostering collaboration, performance excellence, and professional development.
  • Stakeholder Communication – Communicate financial plans to staff, supporting them in understanding requirements and implementing changes effectively.
  • Year-End Financial Planning – Develop and execute a year-end financial plan, enabling the preparation and audit of annual accounts and submission of statements of accounts & utilization certificates (UC) to the Ministry.
  • Audit Coordination – Manage financial audits, including transaction audits by C&AG, ensuring transparency and accuracy in records.
  • Regulatory Reporting – Provide timely, accurate financial and management reports to the Ministry.
  • Strategic Financial Advisory – Advise the Director on financial and accounting matters.
  • Committee Participation – Serve as a member of key committees appointed by the Director, including PNC, PRC, SPC, Works Committee, and Tender Opening Committee.

Digitalization & Computerization

1. Digitalization:  AIISH has taken several measures by implementing digital payments through UPI QR code, Swiping Machines, Web based/App based digital payments by discontinuing existing cash payments, Challan based payments during 2021-22. Institute has achieved 100% cashless payments.  AIISH is also creating awareness in general public for using digital mode of payment by reducing cash transactions and is enabling for transforming into digitally empowered society and knowledge economy as a way towards self-reliant India as represented in the slogan “Digital India Atmanirbhar India”.

2. Computerization:

I). Institute has implemented online accounting software from the year 2020-21 with end to end solutions from receipts to payments.

a. Multiuser software
b. Real time updating of transactions.
c. Increased transparency of accounting transactions.
d. Quick reconciliation
e. Instant mail alerts to suppliers about their payments.
f. Access from anywhere
g. Instant purchase order to suppliers
h. Issuing computer generated receipts by discontinuing issue of manual receipts, as a result avoiding duplication of work, saving paper and time.
i. Uploading scanned copy of vouchers, approvals in the software for future reference and for audit purpose, which saves time in tracing and referring physical documents. 

II). Institute has implemented online web based, Payroll and Leave Management software with Employee Self Service (ESS) for Employees, Pensioners, Project and contract staff during 2021-22.

3. Implementation of PFMS/TSA

  • In order to bring Autonomous Bodies (ABs) under Treasury Single Account system each autonomous body will open bank accounts for each type of grants in aid issued by Ministries/Departments with Reserve Bank of India in terms of Department of Expenditure OM No. F. No. 26(118)/EMC Cell/2016 dated 27.07.2017.
  • AIISH has implemented PFMS Treasury Single Account from July 2023 onwards, in order to ensure that the funds are available with Government till actual utilization and effectively manage the funds.
